OTIF (On Time In Full) measures the percentage of purchase orders that are delivered completely (all items, correct quantities) and on the agreed delivery date. It is the primary supply chain performance metric between CPG manufacturers and their retail customers.
OTIF (On Time In Full) answers a simple question: did the delivery arrive when promised, with everything the retailer ordered? "On time" means within the agreed delivery window. "In full" means the complete order, correct quantities, no substitutions.
OTIF is the metric that retailers use to hold their suppliers accountable. Fail OTIF consistently, and you face financial penalties, reduced shelf space, or even delisting. Hit OTIF targets consistently, and you earn preferred supplier status and better commercial terms.
OTIF matters because supply chain reliability is the foundation of the manufacturer retailer relationship. A retailer can't keep products on shelf if deliveries are late or incomplete. Every OTIF failure potentially translates to an out of stock on the shelf, which translates to a lost sale and a frustrated shopper.
The two components of OTIF:
OTIF is typically measured as a percentage: OTIF = (Number of orders delivered on time AND in full / Total orders) x 100. Most major retailers require 95% or higher. Walmart's OTIF program is particularly strict, setting a 98% threshold and charging a 3% fine on the cost of goods for deliveries that miss it.
Scenario: A brand delivers to a supermarket chain's distribution center:

An OTIF rate of 50% is catastrophic. Most retailers require 95%+. At this level, the brand would face financial penalties and a formal improvement plan. The root causes: a production delay caused PO-002 to arrive late, and a stock out on one SKU caused PO-003 to ship short.
Mistake #1: Measuring OTIF at the order level instead of the line level.
If a purchase order has 10 lines and 9 are delivered on time and in full but 1 is short, the order level OTIF says "fail" but the line level analysis reveals 90% performance. Line level measurement identifies the specific SKUs causing OTIF failures.
Mistake #2: Confusing OTIF with fill rate.
Fill rate measures quantity delivered vs ordered. OTIF is stricter: it requires both on time delivery AND complete delivery. A shipment that arrives on time but short is a fill rate pass but an OTIF fail.
Mistake #3: Not investigating root causes.
OTIF failures come from different sources: production delays, warehouse picking errors, transportation delays, or incorrect order processing. Without root cause analysis, you can't fix the right problem.
Mistake #4: Treating OTIF as a supply chain problem only.
OTIF failures often originate in commercial decisions: over-committing to promotional volumes, accepting unrealistic delivery windows, or launching new products without adequate supply planning. Commercial and supply chain teams need to collaborate on OTIF.
